For a number of years now I have sent some Members of the Sanctuary Housing Group Board and their secretaries an up-dated email every Monday morning. The following is part of these week’s entry and concerns an ongoing scam by Sanctuary Housing to defraud me out of money it is not entitled to demand or harass me over since 2015.

“16 September 2019. I today repeat that as we approach the beginning of the 2019 – 2020 Rent and Service Charge period please let me know how much more, if any, you will require from me on a monthly basis so as to avoid arrears.

16 September 2019, In connection with the latter, I received a phone call on Wednesday 11th September 2019 from an officer at Banbury who advised me I was in arrears. That which I tried to avoid months earlier. I agreed to settle the minor arrears and 2 months in advance which I paid that day, just over £20. The officer then asked me if I wanted extended time to pay because she had quickly introduced the same scam Daren Nowlan and Rob Watkins had tried on me previously in attempting to defraud me out of in excess of £250 which they all claimed was for 4 weeks Rent in advance which I do not owe. The demands by Nolan in 2015/16, and Watkins in 2017, involved multiple emails and threats of Legal Proceedings and repossession of my home.

On 12 September I received a letter from Rob Watkins using ambiguous language to say my account was in arrears but not stating why or by how much. Because I had copied my email of 11 September to Sanctuary’s CIT Income Team they also sent me an email on 12 September 2019 to acknowledge the previous day’s arrears and advance payment had been paid and that “as per your tenancy agreement you are only required to be one week in advance at receipt of your Housing Benefit payment, and you should not be asked to bring your account into advance by 4 weeks.”

This being proof that Daren Nowlan and Rob Watkins, as former and the current Head of Income Services, and the woman officer from the same office have all engaged in attempting to defraud me out of in excess of £250. I also do not owe a week in advance because this was paid in 1995 when the Tenancy began, so the other officers from Banbury who demanded a week’s rent in advance last year have also attempted to defraud me out of 1 week’s rent in advance. I will now consider what to do about this issue because it involves criminal behaviour by my landlord and because I believe it will most likely happen again.

16 September 2019, I today repeat that the dumped washing machine in the bin store has disappeared. Please advise me if Sanctuary removed it and when. I am trying to establish if Sanctuary is still treating items like the washing machine as being fly-tipped because he can charge up to £45 from the Cornish tax payer for removing it. Cheating Cornish tax payers because the landlord made no attempt to identify who owned it or had dumped it in the bin store. If the person responsible was advised to contact the Council to have it removed it would cost half the amount and the tax payer would not be involved or cheated.”

eBay Fraudulent Payment.

Yesterday 1st July 2019, you fraudulently took a payment of £8.34 from me and paid it to eBay UK Limited. This was done by removing £5.06 from my PayPal Account and £3.28 from my Lloyds Bank Account without my authorization or approval.

According to eBay, the payment was “pre-approved” for “eBay Seller Fees” from “10 July 2016” and that the “Status” of the account was kept “Active” despite the eBay Shop in question being closed and ceasing to be “Active” some 3 years ago.

I recall a disputed amount but I did not realise the account “Status” was kept “Active” in order for eBay to defraud me at a later date, 3 years later in fact, and take the sum from more recent sources without my consent or approval because there was no money in the closed account and which I consider a matter of sharp practice and fraud.

Because the money was not eBay’s to take I expect eBay to return the sum to my PayPal account immediately or provide me with a detailed explanation in order for me to seek advice.

Follow-up: Although the email address of: support@ebay.uk was provided as a link the above email was returned to me some 45 minutes later as being “refused by recipient’s server filtering program”, as being “a Bad email address.”

I received the following letter and I am repeating it in the public interest.

Having been a Bodmin Town Councillor for 19 years I was the subject of a complaint from a member of the public over a letter I wrote accusing him of defamation. Without carrying out a proper investigation Mr Mansell told the town council they should censure me. Which was when the farce began because the town council tried to do so in an illegal debate that took place when I was not present, in other words in a kangaroo court. It took the council 8 months to rescind their illegal resolution and cost them £8950 in legal fees. They refused to apologize or do the honorable thing and pay my legal fees. In the meantime the complainant has admitted he libeled me apologized and paid me substantial damages. I wrote personal letter of complaint last August to the leader of the council accusing Mr Mansell of :- failing to carry out a proper investigation, bias, a denial of my human rights, lying about the remit of the LGO and writing a racist homily about me to my solicitor. None of which has he ever denied. The only reply I received was from another member of his department who claimed his racist homily was a colloquialism and also lied about the remit of the LGO. In my opinion both Cornwall Council and Bodmin Town Council are corrupt, law breakers,guilty of malfeasance, perfidy and sheer incompetence in wasting council tax payers money. Ralph Solomons

The following is part of this week’s weekly email update to Sanctuary Housing. Namely to Group Director Simon Clark, Group CEO David Bennett CBE, personal secretaries Claire Griffiths, Vanessa Bennion and Heidi Hodgkin.

Sanctuary Housing is a corrupt housing partner of the equally corrupt Cornwall Council and it’s willfuly blind selfserving Councillors.

“16 April 2018, I today report no visit was made to Timber Close on Friday 13. No litter was picked up and removed including litter and household waste left on site from the previous week near to where children play. According to the Grounds Maintenance Specification (GMS) the landlord is required to remove all litter and waste from site every week and today’s report serves to prove yet again that the landlord is knowingly continuing to engage in Service Charge Fraud. The bin store was again not cleaned to deter vermin or prevent tenants stepping in ground in foodstuffs left on the floor and which should have been removed and cleaned. This despite a dead rat having to be removed from the bin store earlier this year by Cornwall Council I believe. I acknowledge in excess of £100 weekly Service Charge is defrauded from tenants and Council tax payers every time a visit, usually lasting less than an hour, is missed and weekly (GMS) tasks are neglected.” unquote.

 

 

Councillor Andrew Mitchell, are Cornwall Housing Homechoice Applicants being unlawfully shafted again ?

For a number of years now I have sent Sanctuary Housing Group Board Members an updated weekly email of my concerns, and in the public interest, and have over that time been threatened with legal action more times than I care to remember.

In 2012 I was unlawfully arrested by Devon & Cornwall Police to protect criminality by Sanctuary Housing and it’s corrupt housing partner Cornwall Council and 4 bent police officers were subsequently reprimanded only by the IPCC.

In 2015 I was again unlawfully arrested by Devon & Cornwall Police to cover-up criminal abuse to the mentally ill and the vulnerable by Cornwall Council and the Cornwall Partnership NHS Foundation Trust.

The following is part of today’s email entry to Sanctuary Group Board Members CEO David Bennett CBE, Group Director Simon Clark, and secretaries.

I quote:

“18 December 2017, I today also repeat the 1 Bed 1st Floor Flat at Timber Close, Homechoice Ref: 27363, advertised between 31 August to 04 September 2017, and which I allege was unlawfully ring-fenced and deceived Homechoice applicants/bidders has still not yet been declared in “Recent Lets” on Cornwall Council’s website. Of all the properties advertised between 31 August  to 04 September only 20 have been declared as being let which is of course a false and misleading account of the number of properties which were actually let. I acknowledge a further 8 properties have been added since last week making 20 altogether. I am reminded that your housing partner “Cornwall Council is committed to open and transparent government.” Really.

18 December 2017, Xmas Special, I today also report a 1 Bed 1st Floor Flat at Timber Close, Homechoice Ref: 28365, is currently being advertised with a Closing date of 18/12/2017.

Because there are only 16 Flats at Timber Close owned by Sanctuary Housing, I believe this Flat is the same 1st Floor Flat advertised between 31 August to 04 September 2017, Homechoice Ref: 27363, which has still yet to be up-dated on Cornwall Council’s website for “Recent Lets” and in the public interest. One can only assume Flat: 27363 has remained empty since September despite some activity.

I believe this 1st Floor Flat is used for short and temporary lets for Cornwall Council’s “Certain Types”, meaning Homechoice bidders are being unlawfully deceived into bidding for a Flat that has already been covertly ring-fenced and allocated.

The advertised rent for Flat Ref: 28365 is £89.36 per week which is an increase of £5.48 more a week than for Flat Ref: 27363, and £23.94 more a week than the rent for my 1st Floor Flat next door. A bizarre increase considering the Rent and Eligible Service Charge for all the Timber Close Flats for the 2017 – 2018 period began after consultation on 03 July 2017.

So what makes this empty Homechoice 1st Floor Flat worth £95.76 more a month than my 1st Floor Flat?

I believe the answer lies with the Flat being furnished and equipped, which would preclude most Homechoice bidders, and the increase of £5.48 a week since September is for some additional service/s.

That Sanctuary Housing and Cornwall Council are continuing to break the law by covertly ring-fencing Homechoice properties and deceive Homechoice bidders.

Some of you may feel it is nice that Sanctuary Housing and Cornwall Council are helping individual cases but I would only say that it should never be at the expense of breaking the law or deceiving others.

Unfortunately, Cornwall Council’s corrupt bought and paid for Devon & Cornwall Police Force is unlikely to investigate this lawlessness or protect the public interest.

Perhaps Cornwall Councillor Andrew Mitchell – Portfolio holder for Housing, Social Housing, Homelessness and Welfare Reform, will enlighten us so I will ask him.

Hopefully, he will be more helpful than the previous housing portfolio holder Lib Dem Councillor Joyce Mitchell Duffin, who when presented with a similar problem involving the Council and Sanctuary Housing became willfuly deaf, dumb and blind.”

Up-date April 2018 : Unfortunately Councillor Andrew Mitchell has not responded and must also be willfuly deaf, dumb and blind like Councillor Joyce Mitchell Duffin.

Perhaps they should read and memorize the following :

The following is a new venture for me and which will be updated every week with the email entry sent to Group Board Members CEO David Bennett CBE, Group Director Simon Clark, and secretaries.

“11 December 2017, I today report a grounds maintenance member visited Timber Close early afternoon on Friday 08 December. Only site litter was removed and the bin store was tidied but again not cleaned adequately enough to deter vermin as long term bits of food remained after the grounds maintenance member had left the scheme. Hardly rocket science is it. The large dumped bed mattress referred to previously remains in the bin store for the landlord to profiteer from. The broken up cheaply made wardrobe reported last week remains in the store. Another wooden unit has been dumped in the store since last Friday.The blog about the damaged rotary drier will remain on the internet because it took Sanctuary some 15 months to repair it. I still wish to know the cost of removing the dumped items between 01 to 03 March 2017. The removed gate post reported months ago on the Grove Road side still remains to be replaced or repaired. With no gate children and dogs have been seen within the flats communal area.

11 December 2017, I today also repeat again that a woman from Sanctuary visited the Timber Close flats communal area on Friday 06 October and whilst the gardener was going about his business. Like the blonde woman from Sanctuary who visited on 13 March 2017, both made notes and both inspected the black hole of Cornwall bin store during their somewhat pointless visits. Photographs were taken by me for future reference. So just how many times has the bin store black hole been properly cleaned and swept since 13 March to date ?, only 3 times in over 30 visits. The weekly charge for each visit to the scheme is approximately £100 so collectively the total to paying tenants and Cornish tax payers is over £3,000+.  According to Sanctuary boss Richard Keeley and his corrupt management at Exeter, the bin store is cleaned “every week” as is also required by the Grounds Maintenance Specification (GMS).The only reason Cornwall Council cannot prosecute Sanctuary Housing for continually defrauding paying tenants and tax payers is because of a history of collusion. Specifically, Sanctuary unlawfully ring- fencing Cornwall Homechoice properties for the Council’s “certain types” and deceiving Homechoice bidders. It is perhaps hardly surprising no Cornish MP or Councillor has ever accepted my invitation to visit the Timber Close communal fraud area. The most recent decline being from Gover Ward Councillor Sandra Heyward, who only lives up the road. I asked her again the other week but she still only has time to be a self serving representative of the Council rather than stop fraud against tenants and tax payers in our area.
